Administrative Transfers
Our priority is always to ensure that students attend their home school or the school of choice elected by their parent(s). However, when a grade level is full at a school, we may need to administratively transfer a newly enrolled student to another school within the Cypress School District that has seats available to ensure optimal student learning.
Residency
Residency
Education Code Section 48200 requires that a student’s parent/guardian reside within the boundaries of the school district in which they enroll, unless there is a valid interdistrict transfer agreement.
Residency must be established for each student who is:
- New to the district
- Transferring from one school to another within the district
- Changing addresses
Residency is based on where the parent/guardian and student live. Families with multiple homes must provide documentation that demonstrates they are actually living in the home. Simply owning a home within the district’s boundaries does not qualify a student to attend a school in the district. A student can have only one residence for the purpose of establishing enrollment eligibility.
Joint Custody Arrangements
Students must physically live at least 50% of the time during the regular school year with at least one parent residing within the district’s boundaries. If legal custody of the child is split between two parents, a certified copy of the court order identifying each parent’s respective award of physical custody must be provided. Any changes to court-ordered custody arrangements must be reported to the district immediately.
Moving
If a student moves to a different address within the district, the parent/guardian must complete a Change of Address form within five days of moving to the new address. If the new home is within the boundaries of a different school within the district, the student may be enrolled in that school or complete an Intradistrict Transfer Agreement form to remain at the current school.
If a student moves outside the district’s boundaries, the parent/guardian must complete a Student Withdrawal form from the Cypress School District within five days and enroll in the new district of residency. To remain in the Cypress School District, the parent/guardian must obtain an interdistrict transfer release from the new district of residency and complete an Interdistrict Transfer Agreement Addendum form. Re-enrollment in Cypress School District will be based upon space availability. (See Transfers page for additional information)
Shared Residency
A Shared Residency Affidavit must be completed if a student and their parent/guardian are living full-time (seven days a week) in the home of another individual (resident) living within the boundaries of the Cypress School District. Both parties must sign the affidavit in the presence of a school or district staff member. A new Shared Residency Affidavit must be submitted before the beginning of each school year.
Residency Fraud
The district will investigate cases where it has reason to believe that false residency information has been provided. If it is determined that a student is enrolled on the basis of false information, the student will be required to withdraw from the district.
TK & Kindergarten
Transitional Kindergarten & Kindergarten
Cypress School District offers both transitional kindergarten (TK) and kindergarten programs. Enrollment for the new school year begins in February.
Transitional kindergarten bridges the path between preschool and kindergarten and helps students build a strong foundation for future school success. It uses a developmentally appropriate curriculum that allows children to be active and have fun while learning essential pre-literacy, pre-math, and other cognitive skills that will prepare them for kindergarten the following school year.

- Transitional Kindergarten: Children must turn 4 on or before September 1 of the enrollment school year
- Traditional Kindergarten: Children must turn 5 on or before September 1 of the enrollment school year
Early Entry
Students are enrolled based on their birthdate. The district does not offer early entry into transitional kindergarten.

Acceleration for Students who Attended a Private School Kindergarten
A student who does not meet the age eligibility for first grade may be admitted to first grade upon determination that the student is ready for first grade work and meets the district accretion criteria:
- The student is at least five years of age
- The student has attended a public school kindergarten for a long enough time to enable school personnel to evaluate his/her ability
- The student is in the upper five percent of his/her age group
- The physical development and social maturity of the student are consistent with his/her advanced academic ability
Special Needs
Students with Special Needs (New Families)
For questions pertaining to special education assessment, eligibility, placement, and/or services, please contact your child’s home school. If your child has an IEP and is transferring to the Cypress School District, please provide a copy of the IEP to your school’s office staff to facilitate placement and services.
Students with Special Needs (Returning Families)
For students receiving services, TK/kindergarten placement and school location will be determined by your child’s IEP Team at an IEP transition meeting held in the spring. Prior to enrollment, a personalized letter with detailed directions will be provided regarding the enrollment process. If you have any questions, please contact your child’s home school office staff.
English Learners
Students who speak a language other than English and who are not yet fluent in English are identified as English learners. Our English learners come from a variety of different cultural, linguistic, and socioeconomic backgrounds. The Cypress School District has a language-rich program to provide English learners with appropriate services and instruction that enable them to develop English language fluency.

Kindergarten Readiness Checklist
There is no perfect formula that determines when children are truly ready for kindergarten. You can use this checklist to see how well your child is doing in acquiring the skills to build a solid foundation entering kindergarten:
- Pays attention for short periods of time to adult-directed tasks
- Is able to recognize authority
- Understands that actions have both cause and effect

- Buttons, zips, and is able to manage clothing

Toileting
Students are expected to manage their toileting needs, which includes verbalizing the need for the bathroom and managing clothing and wiping, unless required by the student’s care plan. Teachers and staff do not change diapers or pull-ups, unless required by the student’s care plan. However, accidents will happen, and staff will assist your child as needed.
Immunizations
California law requires your child to have received certain vaccinations prior to enrolling in school.

- Administrative: District-initiated transfer of a newly enrolled student to another school in the district due to space limitations at the designated home school

All intradistrict and incoming interdistrict transfer permits are granted based on space availability.
Requests received after the priority transfer window closes will be considered after those turned in during the window.

Intradistrict Transfer
Parent-requested transfer between schools in the Cypress School District
All intradistrict transfer permits are granted based on space availability. Requests received after the priority transfer window closes will be considered after those turned in during the window.
Intradistrict transfer requests for currently enrolled students are only accepted during the priority transfer window.
Parents of new students enrolling after the priority transfer window may submit an intradistrict transfer request at the time of enrollment.
Intradistrict transfers do not need to be renewed. Once approved, the intradistrict transfer school becomes the student's new home school, even if the family moves to another address within the district.
Students approved for an intradistrict transfer must demonstrate satisfactory attendance, effort, academic achievement, and behavior.
Transportation is not provided for students who have been approved for an intradistrict transfer.

Parent-requested transfer into the Cypress School District
All incoming interdistrict transfer permits are granted based on space availability. Requests received after the priority transfer window closes will be considered after those turned in during the window.
Cypress School District accepts interdistrict transfer requests for students who live outside the district’s boundaries. The parent must first contact their district of residence to obtain a release from that district. Once obtained, Cypress School District will consider the request.
Once an interdistrict transfer has been approved and the student has been enrolled in the Cypress School District, there is no need to renew the transfer unless required by the district of residence.
Students accepted into the Cypress School District on an interdistrict transfer must demonstrate satisfactory attendance, effort, academic achievement, and behavior.
Transportation is not provided for students who have been approved for an interdistrict transfer.

- Obtain an approved interdistrict release from the district of residence
- Download and complete the fillable Interdistrict Transfer Agreement Addendum form
- Digitally sign at the bottom of the form
- Submit the release form from the district of residence and the addendum form via email

Parent-requested transfer out of the Cypress School District
Outgoing interdistrict transfer requests for the current school year may be submitted at any time during the school year. Requests for the 2025/26 school year will be accepted beginning February 5, 2025.
A parent may request an interdistrict transfer to a school outside the Cypress School District. Releases are granted on a case-by-case basis and are not guaranteed. An interdistrict transfer must be granted by Cypress School District before applying to another district.

Administrative
Administrative Transfer
District-initiated transfer to another school within the Cypress School District
When a grade level is full at a school, the district may need to administratively transfer a newly enrolled student to another school within the Cypress School District that has seats available to ensure optimal class size for student learning. This can be a temporary placement or made permanent if a child settles, is happy, and the parents do not want to move their child. When space becomes available, the student will be offered the opportunity to attend his/her home school. The home school office will call the parent, and the parent may either accept or decline the offer.

Student Enrollment
Student enrollment is done through the Aeries Online Enrollment Portal. Please review the information below before beginning the enrollment process.
NOTE: Enrollment is not complete until all required documents are received.
Required Documentation
The following documents will need to be uploaded into the Aeries Online Enrollment Portal. Scans or photos are acceptable.
- Proof of Birth - Original birth certificate, passport, or baptismal certificate
- Immunization Record - Official immunization record with name on both sides
- Residency Documentation (Submitted in conjunction with Residency or Shared Residency Affidavit form)
Resident
Two forms of proof of residency are required:
- California Driver License or ID Card of parent/guardian showing residence address (or proof of address change from DMV)
- One of the following, dated within the past 30 days, showing the parent/guardian name and residence address
- Utility bill – Gas, electricity, or water/trash only (online printout of bill is acceptable)
- Rental/lease agreement
- Property tax statement
- Paycheck stub
- Voter registration
- Correspondence from a government agency
Dollar amounts and account numbers may be crossed out to maintain privacy
Shared Residency
The parent/guardian must provide the following items:
- California Driver License or ID Card of parent/guardian showing residence address (or proof of address change from DMV)
- Proof of legal mail addressed to the parent/guardian at the residence address (e.g., recent paycheck stub, credit card statement, government assistance paperwork, state/federal tax form)
The resident must provide the following items:
- California Driver License or ID Card of resident showing residence address (or proof of address change from DMV)
- One of the following
- Utility bill – Gas, electricity, or water/trash only (online printout of bill is acceptable)
- Rental/lease agreement
- Property tax statement
- Paycheck stub
- Voter registration
- Correspondence from a government agency
Dollar amounts and account numbers may be crossed out to maintain privacy

Enrollment Priority
- Students living within the school’s boundary with a sibling currently enrolled in the school.
- Students living within the school’s boundary without a sibling currently enrolled in the school.
- District students requesting an intradistrict transfer between schools.* (Priority given to students with a sibling already enrolled)
- Students requesting an interdistrict transfer into the district.* (Priority given to students with a sibling already enrolled)
*Once enrolled, intradistrict and interdistrict transfer students are allowed to keep their seats as long as they maintain good attendance and appropriate school behavior.
